At the moment there is no date established for this but it will not be before 2014.
This is certainly an option. The exact details and requirements will not be known until early 2013 and then incorporation as a CIO are being phased during 2013 depending on the size of the charity.
It is expected in June 2013 with a short 3 months timeframe for responses.
To a degree it depends on the complexity and size of your charity. It can be just as effective getting your external auditors to undertake specific internal audit work extant from the external audit, as they will already have a detailed knowledge of your systems.
